Help Building Gaming rig $1300 Max

Hi, i need help building a new desktop on Cyber I mainly play games Like World of Warcraft, Left for Dead 2, Napolian Total War and want to be able to play them on max settings with like no lag( mainly WoW with no lag on Ultra settings.)

Im willing to spend $1300 and dont know how to build a good one. I herd Intel is good but Idk about AMD.
I like the ATI 5870 but if you guys have any better ideas to do what I listed, please help me make one. Thanks
