personally i would go with toxic and since you'd more likely be able to overclock it more then a normal 5850 chip, and if dirt 2 matters to you if you act quickly you can pick it up on steam for 14 bucks until tommorrow at midnight

If the price difference isn't much go for the Toxic one, its faster,and usually OCs better(like jonnyboy said)

it's only a marginal difference, between the two, so 40mhz isn't going to immediately turn your cpu into a bottleneck, and really it depends alot on what res, you play, and of course what cpu you have, would be helpful in determining if there will be a bottleneck or not

A good 500W+ PSU would do the job well.
Corsair HX 620/650 would be a good choice
