IE8 Protected Mode Off?

Why does my internet explorer 8 browser keep on saying the protected mode is off in the bottom right hand corner of the browser. However, when I do click on it to resolve the issue, it says its on....That's a bit odd

I suspect Vista or Windows 7 thinks you've been very naughty and turned off User Account Control. If you have, turn it back on for long enough to see if that fixes the problem. If it does but you'd prefer to do without UAC, post back for a way of having it turned on but in quiet mode.
