3TB HDD not recognized by OS

I just bought a Seagate 3TB HDD to use for data backup on my computer. I've installed the disk but am unable to get my computer to recognize the disk. I'm not sure if this is due to it being a 3TB drive or if the drive is faulty.

The drive is recognized in the bios, but when I boot (from a SSD) windows will never finish booting, just get stuck on the boot screen. If I plug in the drive while the OS is running it is never found by windows. Any ideas how to fix this problem?

Thanks for the help. I knew I was forgetting something.
So I installed the asrock 3tb utility, and finally got the computer to boot with the drive in (it takes a very long time to boot). Windows installed the driver for the drive. I go to disk manager, and I get a message to intialize the disk, I choose GPT, but then a get an I/O error from windows. I don't see any HDD activity so I'm wondering if the drive isn't function properly.
