I use a biostar a880g+ am3 which is great for htpc or everyday use. It's around $55 at newegg, last time I checked. I use a sempron 140 with it, but it will work fine with many am3 cpus; I recommend the regor series dual core.

Do you have a case, video card, power supply already?

Great -- what parts do you have already that you plan to use for your new build?

All new motherboards have PCI express, although for your purposes I really can't see why you'd need it.

Here's what I'd get:

Motherboard: any basic H67 from Gigabyte, Asus, MSI, Asrock, etc.
CPU: Intel Core i3 2100 or Pentium G840
RAM: 4GB (2x2 config) DDR3
Graphics: integrated Intel HD2000 CPU graphics
