Low Budget Build 3pc replacement, Mobo, Ram, Cpu

Hey all, it's good to be back on the forums after a while,seeing how my last build was a few years back. Anyways, let me cut to the chase..
So I currently play sc2 like I'm sure many others do here as well, with the specs I will list underneath momentarily.
My issue is that running mainly med-high graphics on a rather large resolution 1920x1080 in 3v3 and 4v4 matches I see unplayable fps drops down to 6 and such. I am no pc wiz, but I know the basics... Let me get to the current specs:

650w OCZ power suppl
win vista 32bit
HD ATI RADEON 4850
Some oldschool ECS mobo
AMD PHENOM 9500 quad core 2.2ghz
3gb low end kingston ram
350gb HD

Now, what I'm trying to do and thinking about doing, (this is why I'm here asking) is replacing my current MOBO / RAM / CPU to hopefully make these 3v3 4v4 matches playable at good fps at high settings at low cost, about $360ish with shipping.

Reason behind my low budget is I'm just trying to get by playing SC2 with nice graphics and steady fps without having to totally upgrade, which I'm planning to do once D3 hits shelves.

Here is what I was thinking of replacing from my current rig:

This totals to $351 Canadian

I'm really sorry about the long post but I wasn't sure how else to get on point without letting you know my exact reasoning.

So if anybody can tell me if replacing these parts with my current ones will help me run sc2 smoother with good fps that would be GREATLY appreciated. And if you can find better parts hanging around the $360 dollar CD budget by all means that's great also.
