VGA not detected in primary PCIe

Hello guys,
I would like to ask for a help.
I have this problem. I bought new motherboad (ASUS ) and graphic card(ASUS ENGTS250). Tha MB has 2 PCIe slots, one x16 and one x4. Wen I plug the VGA card into the primary slot (x16) I get (through LED on MB) indication that the VGA is not detected (fan is running so it has power). Wen I try to plug it in the second PCIe slot (x4), then it works fine. I don't know where's the problem. The card is PCIe x16 so it should work in the primary slot.

Well,
suppose that the primary PCIe slot is faulty. I would like to know if I loose any graphic performance using the second slot. The problem is that I am not sure if it is x4 or x16 because this is the manufacturer description of extension slots on the MB:

1 x PCIe 2.0 x16 (single at x16)
1 x PCI Express 2.0 x16 slots (@x4 mode, 2.5GT/s)

Is the second slot x16 or x4, what does "@x4 mode, 2.5GT/s" stand for?

It is at x4 the 2.5GT/s is the transfer speed. The only thing you can do with the slot is to take a look inside it and see if there are bent or missing pins. RMA of the board would be in order though.
