Rebooting problem

acer computer windows vista 64 bit start up keeps looping around and wont boot up .................the message that keeps coming up is del: enter bios f 12 key
I tried reinstalling window 7 and it just sit there with a black screen and a mousse pointer I made back up disks and had the same results . what do you think I should do
I took it to best buy they thought it was a hardware drive problem
thanks for any input , should I scrap it ? It is really not even 2years old and rarely used
I love My xp had for 10 years no problems!

Reset the CMOS. Maybe try replacing the CMOS battery.
