Directx11, or a faster card?

I want something fast, so I was looking at this: http://www.newegg.com/Product/Product.aspx?Item=N82E16814150436&nm_mc=AFC-C8Junction&cm_mmc=AFC-C8Junction-_-RSSDailyDeals-_-na-_-na&AID=10521304&PID=3463938&SID=

But then somebody mentioned DX11 to me, and I began to rethink things. I would probably choose something cheaper, but something along the lines of: http://www.newegg.com/Product/Product.aspx?Item=N82E16814102873&cm_re=radeon_hd_5770-_-14-102-873-_-Product

Would I notice a difference in the memory interface? Should I go with DX11 for future proofing?

You just entirely made that up.
In some titles DX11 has only a small performance hit and in others it actually improves performance. On top of that he never even mentioned his resolution which would be key info before even considering making a statement like you made.

You're not going to GET DX11 by video card alone. You realize you need W7 or Vista too, right ? Having said that, Dx11 on that card WILL dampen it's performance. The benchmark numbers are basically the same but the performance is not. A 4870 1gig would be a better choice for that. The 5770 will run much cooler though. Would be nice if you told us what the rest of your hardware was and what OS you use and what resolution you game at.

Looking over that build it looks like most of the combos you picked out are about the best you are going to do price-wise, so good job there. The only one I would change is the HD/PSU combo.
Considering the motherboards you are considering aren't crossfire the 650w Corsair is really more than necessary; even their 400w can easily cover the system you are looking at. Also while the Caviar Black is very good the Samsung Spinpoint F3 drive is generally considered slightly faster and is $10 cheaper.
This combo is will save you $30;

OCZ is a good brand and the 550w is still overkill for your purposes.

I chose the 650 so I could future proof upgrades, and I have heard OCZ ram is terrible, so I just continued that over to all of their products. I chose corsair because they are very reliable imo.

As for the OS I'm a student, so I can get Win7 64 pro for a lot cheaper than I could anywhere else.

OCZ ram is usually good as well. Dunno where you got any of that from.
Corsair is one of the best but 650w is still overkill, especially from them and on your budget you would be better off putting the money towards other components. The only upgrade that you could make in the future that would require such a PSU is adding another HD5770 and those motherboards you are looking at don't allow for it. The 550w OCZ should be capable for crossfired HD5770s in any case. If you would prefer a 600w I think there's a combo on the HD for one for $5 more.
