Laptop reboot cycle

My sister's laptop is a compaq F700, she says that when she hits the power button the power, wifi, and track pad lights come on for a few seconds, then they all turn off for a second, turn back on for a few, this repeats until she pulls the battery. Nothing shows on the screen, no beep codes, and she doesnt have much in the way of spare parts to trouble shoot with. Any ideas of what to check or what might have gone bad? She said it was working about 30 minutes ago at a coffee shop but when she brought it home it was doing this reboot cycle.

It could be bad hardware. I just recently had one do that to me. It was the hard drive in my case. Pull the hard drive out and see if it posts all the way.

It could also be overheating. Blow out the fan and heat sink of dust.
