IP Address issues

A colleague in my office has a problem connecting to some machines on your network. I use the command prompt to check his ip address and notice that it is showing as 169.254.0.5 with a subnet mask of 255.255.0.0.
What is the problem, the likely cause and how would I go about rectifying it?

They either can not contact your DHCP server or they have their TCP/IP setting set to a hard address. Right click My Network Places - Properties, then right click the network connection - Properties. Scroll down to Internet Protocol(TCP/IP), highlight and then click properties. Make sure it is set to automatic and DNS is set to automatic.
