My Asus Rampage III Extreme is listed as 4 x PCIe2.0 x16 slot (x16; x16/x16; x16/x8/x8 and x8/x8/x8/x8)

But does that mean if I use 3 PCIe Slots, ie x2 GTX 460's and a soundboard, I will have to suffer with x16 x8 x8, thus lowering the bandwidth and performance on my 2nd GTX 460?

Yes but I doubt it will lower the performance of the GTX 460, as the card is not powerful enough.

x16 x8 x8 is not too bad performance, i'll start worrying if it goes to x4... :)

Sound cards usually use a PCI or PCI-E x1 slot.
