Isn't the SPD Latency the timeings I can use or should i use 8-8-8-20 to tighten a notch to improve performance. Or should I use 9-9-9-24 as setting

It's best to leave the voltage at "auto" or "default" unless you are having stability problems.
Your initial timings should be whatever timings are recommended on the SPD. Use which ever ones correspond to your RAM clock. (i.e. the CAS7 timings are for a lower clock than the CAS9 timings). Once everything is stable, you can try tightening the timings.
