and for some reason i have a strange problem setting the resolution from 1920x1080 hz 30
to 1920x1080 hz 60.
and i tried doing so several times, first atempt made my monitor go GREENSCREEN after a restart i tried doing it again bot nothing happens after i press OK it only returns to 30 hz

and the game i tried doing this resolutionchange on is named
Sword of the stars: Argos naval yard

i was able to do this change on games liek
supreme commander 2 and cs source
and i asume that this problem might affect these games too

The BenQ E2200HD I'm pretty sure support 60 Hz. Try installing the latest drivers, Catalyst 10.6 and see if that fixes the problem.

my pc also forbids the resolution as high as 1920 x 1080. it only allows to1280 x 1024. why is that so?

i also use radeon 5700 by the way.
