Decision between two G.Skill kits

CPU Cooler: Thermalright Silver Arrow
Motherboard: Asus P8P67 Pro

Here are the two choices of RAM kits:

Is the DDR3 1333 with 7 CAS Latency better or the DDR3 1600 with 8 CAS Latency better? Basically it's a question of speed vs. CAS Latency.

Also, will the heat spreaders on the RAM not fit with my Thermalright Silver Arrow?

Technically, you want the RAM with the lower latency, especially if you want to overclock it. However, for normal use even CL9 RAM will be just fine.
