When formatted to NTFS or FAT32, a 16GB pen drive should give you approx. 14.9GB usable space.

I don't understand the rest of your post.

IN FAT 32. IT SHOWED 11.1 GB FREE. IN THE SETUP OF UBUNTU . IT SHOWED 2 PARTITIONS LIKE 11.1 GB AND 4.89 GB. BY DELETING THEM BOTH IN SETUP SHOWS 16.1 GB FREE. "ITS ONLY IN SETUP.", AFTER QUITTING SETUP WHEN I COME BACK TO WINDOWS IT AGAIN SHOWED 11.1 GB. AND SAME PROBLEM TO 8 GB PEN DRIVE IT BECAME 4.SOMETHING GB.
