Hdr bloom

Hello Ive recently built myself a gaming rig and initially was blown away with the graphics quality compaired to consoles. However I have been compairing xbox 360 games to there pc counterparts and have noticed that even though im able to max out the majority of games i play there is a shiny/glossy effect that the xbox does what i dont notice when playing the pc versions. Is this effect only possible on xbox or can it be enabled on a pc? I have a hd4850 and an athlon2 x4 630 with 4gig of ram

It depends on the game, I know in Oblivion you can only use either HDR or Bloom but not both.
