Can't Format Hard Drive

I have a computer that I just can't format to reinstall windows. Whenever I turn the PC on it goes to the loading windows screen and just shuts off. Now when I put my windows vista install cd and select boot from cd, a bar pops up that says loading files from cd, then when it gets full the pc abandons booting from the cd and boots from the hard drive and then shuts off! How can I format this beastly hard drive and reinstall windows!?!?!?

try putting the beastdrive into another system as a storage drive, then boot the pc up and format it through the O/s on that pc
have you made any hardware changes that made this issue appear?
or tested your ram?
I'd look at those options first before re-installation
