No power to new board

I am attempting to build my first system. I have had to swap parts before and things of that nature, but have never built one from scratch. I have been looking for a something to answer my question but have as of yet failed.

Anyways, my problem is that when I wired my motherboard and everything to my supply, then plugged the supply in, the boards power LED does not come on, nor does the fan of the supply spin, though there is a slight ticking occuring ≈ 1/s. I reconfirmed that all connectors were properly wired. Although my power supplies total wattage is on the low end (Earthwatts 380) for the draw of the board, I would expect not expect a total failure from overloading (total power consumed ≈ 340 W)

I removed the PSU and metered the rails, finding no voltage. I did not take out the logic probe to see if the board is working.

I am guessing the PSU is defective. Does anyone have any idea if this might have damaged the board, or if something could be wrong outside of a defective PSU.
