New Tagan 420W PSU damaged RAM Memory now PC wont boot?

Hello,I am running an ABIT NFM2S Motherboard AMD Duel Core PCU 3800 with 2x1GB Kingston DDR2 667HZ Memory.COLOURS 500W PSU.
Because the Colours PC is noisy I decided to swap it for a Tagan 420W PSU,when I switched the power on the PC wouldnt POST up and I got a continuous series of Long Beeps.I took out the Memory modules and put in 1 x 1GB OCZ 667hz reinstated the Colours PSU and the PC Booted up instantly....
What I want to ask is does this indicate that the Tagan PSU is faulty? I have no method to test it and do not wish to destroy more memory..Can any one help please?
