please i want to build a video editing system that can handle up to 4 track of hdv material with full effect in real time. my budget is $1600

I can give you some points. Lets Build this. 1600$ here i come :p  (only Intel & Nvidia Build)

Get really big hdd. i.e 2x2tB drives. I wont prefer any RAID setup. WD Black being favorite. But its upon you to get SATA 3gbps, or SATA 6gbps. WD BLACK 2tB is available only in sata2 (3gbps). not that it makes any difference. Processor (oc it of course) THE BIGGER THE BETTER! from bigger i mean the powerful. Motherboard should support all latest *** and support dv cards and all, Would be good if USB3.0 is there but its rare... GPU well well well true workstation card will require alot of money, so i will suggest Gaming ones (not that they are crap) Rams should be fast and in quantity. PSU of course would be big to power all your requirements. Casing should be Good, not beast, with good ventilation. I wont go into Cooling much, may be some else will...

2tB Seagate Barracuda XT ST32000641AS x2= 379.98$,

Dream: PNY VCQFX5800-PCIE-PB Quadro FX 5800= 2999.99$,

EVGA 01G-P3-1465-AR GeForce GTX 465 (Fermi) 1GB 256-bit GDDR5 (3 Way SLI support for you, if you need to put more in future for more bang) =229.99$

Casing:

COOLER MASTER HAF 932 RC-932-KKN1-GP= 129.99$,

Antec Nine Hundred Two= 109.95$,

In multiple selections, i have underlined my choices. If budget gets out, Drop one hdd (you'll be left with 2tB then).

Total (average):= 1809.92$.

Total (average) without 1xHDD:= 1629.93.

If you are into video editing, consider a MAC. Many people say they are better for for that kind of stuff.

Phenom II X6/GIGABYTE 870 SuperCombo: $480

4GB (2 x 2GB) Kit: $96

For OS/Apps --- OCZ Vertex SSD 60GB: $120 (before $20 rebate)

For capture/scratch 2xRAID --- Spinpoint F3 HD502HJ 500GB: $55 x 4 = $220

Buy a big 1TB+ external HDD for storage/backup.

HP USB 2.0 External 22X Multiformat DVD Writer: $60 (before $15 rebate)


That's $976 - $35 = $941 before external HDD, HSF upgrade, OS, extra cables, vid card, etc.


Where you want to end up:

LSI MegaRAID 6Gb/s Controller Card: $337

5.25" bay convert to 3 x 3.5" HDD: $20


Add another 2 x RAID of the F3 HD502HJs for $220: You end up with 1 RAID per track for your 'captures' and render. The Antec Nine Hundred has 9 bays --- 8 for your RAID drives and one for your SSD (don't forget the 3.5" to 2.5" brackets for mounting).

Before your 'upgrade' you will have to do 2 tracks per RAID (no biggie as it will still be twice as fast as working off a single HDD).

And I'm not sure what type of 'real time' effects you are talking about since you did not trust us with very much information on your software and workflow.
