Nothing that BIOS checked said that it was bootable. When you install an OS on a hard drive it creates an MBR so that the BIOS knows that it can boot off of that drive, when you have an OS installation disk in the drive it has a sector that indicates it is bootable. If you are getting this message you probably havent installed an operating system onto your system.
