Problem with processor and cpu fan?

today i remove my cpu fan to clean up and then i open processor but when i install both of them then computer speed get low freeze applications and everything.Before processor speed was 4.6 in windows index but now after install processor and cpu fan then the processor score is 2.6.can anybody help me.

Did you apply new thermal paste when you put the cooler back on? If not you may be overheating and throttling. Get something like HW monitor and watch your CPU temps.
