If you can't detect the hard disk in the BIOS, you won't be able to read or write it.
I don't know what you mean by "due to a pick voltage".
If you damaged the controller board on the hard drive somehow, then you may be able to get data off the hard drive by getting the controller from another identical hard drive, and using it in place of the damaged controller board.
I hope the data on the hard drive is worth the effort. And I hope that you learn to make backups of your data in future...
