They are different shaped slots to prevent you from doing this. Only their names are similar, they are quite different in specification.

And the offset from the end of the board is also different. i.e. the distance from the slots in your case, to the actual PCI-E slot is longer in PCI-E than in PCI.

Note also that a PCIe x16 slot has something like 50 times the data transfer rate of a PCI slot. So even if you COULD fit a PCIe card in a PCI slot (which you can't), the performance would be terrible. They're not really designed for video cards at all.
