MONITOR RESOLUTION: still havent decided on a monitor, want something in the 19"-22" range

Monitor resolution is the keystone to the system. It dictates how much graphics power you need. The graphics power dictates how much CPU and PSU you need.

In any case, if WoW is the heaviest game then a 5770 plays it very well even at HD resolution (1920x1080).
 
Unless u are determined to spend only in that budget range somethingwhich would definitely be more than fine for light gaming/WOW @ $664AR
