Have this error:

A driver (service) for this device has been disabled. An alternate driver may be providing this functionality. (Code 32)

What does it mean and is it fixable?

Has this drive ever worked prior or has this message occurred when you connected this drive for the very first time to the system?
It sounds like a driver issue or corruption (rate).
Have you reset your computer in an attempt to recover from the error?

Is this a USB2 or USB3 ext HDD?

You may be required to remove all the usb device drivers in Device Management and then let the system detect those devices.
