Power supply 12v not steady and 3 3v

Hello, sometimes my pc won't turn on only power light shows
Unplugging it fixes it for a while. In the bios I noticed the +12v and +3.3v jumps around by .10v. Does this mean the power supply is bad?Also it is overclocked slightly

The psu is Offbrand brand that came with the case and and athlon 2ghz 80gig hard drive ati radeon hd 3650 graphics card. It was built for me 5 yrs ago. I was planning on building a new one and I was wandering if I needed a new one
 
5% variation in voltage is considered more than acceptable for PC's..... extreme overclockers generally like a bit more tolerance however.

To test, I'd suggest running the CPU and GPU tests using OCCT.....check the voltage graphs at the end of the run to look for voltage variations.

I'd advise NOT to run OCCT's PSU test however as if it's an off brand, it likely won't survive the test.
