I live in Dominican Republic and the electricity bill is very high, then I need a pc that consumes as little as possible in watts but having a good performance

in consumption / performance. I prefer intel.
in terms of video cards, some friends have told me they do not need a gtx 460 since I have no DX11 games
in terms of process here in Toms say that with a amd x3 is best, but I want to play with this build at least the next two years with medium settings
