I contacted the LG place about the discrepancies involving the refresh rates. Heres the reply:

Hi Joe,

Sorry for the delay in getting back to you, as we were closed during
the holidays.

We unfortunately had an error in the first press release that was
distributed with the 16ms mention. The response time of this display is
currently 25ms, with plan to reduce the response time down 16ms in Q1
2003. We changed the error on the LG.Philips LCD website to reflect the
correct data, so this is why you may have found two different release
versions.

We apologize for the confusion on this.

Okay my question is , how are these companies just all the sudden converting to 16ms from 25. I am not seeing any new types of panels involved, so perhaps they could have gone to 16ms or less in the first place!
