i have a headphone to rca cable running to a self amplified speaker from a pc and it makes a high pitch noise how do i stop it

Take it into a repair shop. It may be a 'mechanical' issue with the sound box.

Or the speaker cannot take the signal that it is getting from the PC, have you tried the speaker on another audio device other than the PC to see if it is functioning properly?
