2500k idle voltage not dropping

I am currently using a 2500k with a msi p67a g43 board overclocked to 4.5 at 1.34v (bad chip). Anyways, during idle, the voltage reported by cpuz does not drop and remains the same throughout. I have all the power saving settings enabled in the bios but I still can't seem to lower the voltage. Is it a limitation of the board or am I missing something?

Things enabled in bios: EIST, C State, C1E
 
Solution
I had the same issue with my amd processor. When overclocking on some boards, the energy saving software doesn't work. You'll need to run it at the default settings.
