Is this a good PC to buy

Yes, but if you didn't list the graphics system because it doesn't have a dedicated GPU don't expect the play games on it

Intel HD graphics are very basic - it'll drive the screen and do video playback perfectly fine, but you won't be able to play any real games on it.

Also integrated graphics share their memory with the main system, so you won't get all 4GB available to you.
