3 TB Seagate Only formats out to 2 TB w/ 931 Unallocated and greyd out

Computers that have a BIOS compatible firmware will only support drives up to 2TB for booting purposes. It is possible to use drives larger than 2TB but this usually involves installing additional software and may render the drive unbootable, and thus for data storage only (can't be used as an OS drive).

Computers that have an EFI/UEFI compatible firmware support drives over the 2TB size limit.
