Hello,
Is it powerful enough to get the best out of Window 7?

needs model number like e6600 or what nots, core 2 could mean dual core, quad core, but either way they are last gen stuff, enough to run windows 7 on its own if you got some gfx muscle (amd or nv low end / integrated, the intel integrated from that era is not the best for windows 7 aero), but nothing blazing.

are you playing games or video?

You are missing a lot of information there.

But yes, any Core2 CPU is able to run Windows 7 quite well.

Just make sure you have at least 2Gigs of Ram to go with it and it's a pretty decent machine.
