how noticable will the differnece be for hd/blu-ray Playback ?

Well, I'm not an exepert in ATI cards, but the 5670 has a newer architecture, for any instance, the 5670 is better performer in everything than the 4670... Maybe there will be a 15% difference. 5670 is worth your money...
