Server Sizing

I am being assigned a task to determine configuration for a Windows server that will be running MYSQL DB and WCF services, connecting approximately 250 users. Please guide me how to determine the CPU and RAM for the server.

Talk to one of the big server boys, Fujitsu, Dell or HP, they can guide you and come up a solution for now a the next few years. Best of all, you don't need to buy off them in the end.
