Sending Message From PC to Mobile Phones and Vice Versa

Good day! Just wanna ask if a student from college can create a system that can send message from PC to Mobile Phones and vice versa? Thank you and God Bless.

I think an easy solution would be to set up a google voice account. Once it is set up, you can just text your new google voice number from your phone, and vice versa.
