I have a seagate 2tb hard drive that I haven't installed yet. If i were to get a enclosure and use USB 3.0, would there be a decrease in games that are installed on it? Is there any point in doing that or just bypass the enclosure all together?

On USB 3.0 you'd be fine, but it might be a bit slower (negligibly). But the only reason you'd want the enclosure would be to lug around files to other PCs. You wouldn't have any benefits for the games in an enclosure. I'd just plug the HDD into the tower.
