Both the Mobility Radeon HD 4670 and Radeon HD 4670 have DirectX 10.1 support.

If you used dxdiag and saw that it says DirectX 9.0c or something, you would be using Windows XP which does not support DX 10, 10.1 or 11. You'll need to upgrade to Vista or 7 if you want to use DX 10/10.1/11.

DirectX 10.1 cards cannot use DirectX 11 features however, as DirectX 11 only works with both Vista/7 and a DirectX 11 ready card, i.e., the Mobility Radeon/Radeon HD 5000 series (except the HD 5100 series) and the GeForce GTX 400 series.

HD 4670 supports DX10.1, but it depends on your OS in order to use this feature.
Windows XP supports DX9,whereas Windows Vista/7 support DX 10.1/11
