Steam download

hi all, i wanted to know how i can make my steam games save on to one hard drive as apposed to another. i have set it up that all three of my hdd's are recognized by steam, and i have previously downloaded these games, i went in and thought i deleted all my old game files off the old hdd, but when i go to download it again it won't let me choose, just wants to keep it on the old hdd! i've gone into the hdd and deleted anything i thought was related as well as my folders labeled steam but still get no choice. suggestions!? also i can't get steam mover to work, i'm using a 40" tv as a monitor and i think the sizing of both steam and steam mover are off, any suggestions? thanks!
