when I run GTA IV : EFLC , I get this :

What are the specs of your machine, like CPU and graphics card? From the looks of that error message your card is likely to old to run it.

There is no way you are going to manage to play GTA, your dual core is too slow to get reasonable frame rates and your IGP isnt very good so even at lowest settings you would have very poor performance in most games, but its simply too old to be supported by GTA IV

can you suggest components to run it (graphics card ,cpu ,...) ?

Whats your budget for a potential upgrade? GTA IV is a crappy port and does notably better on a quad core than a dual core. Whats your monitor resolution as that determines what GPU you will need.

Whats your budget for an upgrade? Your system is pretty old and could use a significant upgrade, the best option would be a whole new system for about $500, but if you are desperate you could probably just upgrade to a Q6600 and a 5770 for slightly less.
