The F3-12800CL8D-4GBXM will run at 'SPD' but it's dependent upon the CPU; some AMD CPU's are limited to DDR3 1066, some DDR3 1333 while 6-core DDR3 2000.

Q - What CPU?

The 965 BE is fine with DDR3 1600, but you'll need to Memory Clock Mode -> Manual, Memory Clock Value -> 800 MHz {Hoping that means 800MHz X 2 = 1600 MT/s}, and the REALLY odd thing looking at you manual is the total lacking of CAS Timing settings.

IF that's the case then chances are 50/50 the 'SPD' may or may not adjust them to 8-8-8-24 and then you're wasting money on a great set of RAM.

IMO - after looking at your limited BIOS
$25 KHX1600C9D3B1K2/4GX ->

IF you have a 64-bit OS:
$44 F3-10666CL9D-8GBRL

so are you positive the 8 gb ripjaws will work?

KHX1600C9D3B1K2/4GX are rated for AMD and have just as much likelyhood as the Ripjaws X
4 x DIMM, Max. 16GB, DDR3 1800(O.C.)/1600(O.C.)/1333/1066 Hz ECC, Non-ECC, Un-buffered Memory
Dual Channel Memory Architecture

I would flash to version 0802 BIOS "1.Improve system stability, 2.Improve memory stability"

Default In the Memory Over Voltage -> Auto
1600 MHz In the Memory Over Voltage -> 1.65v.

100% certainty -> technical support and ask, the answer will be it 'should.'

First, you need a 64-bit OS, in the BIOS:
Memory Clock Mode -> Manual
Memory Clock Value -> 800 MHz
Memory Over Voltage -> 1.65v
