How to allot $ for best performance?

I have a system I built almost 2 years ago:

Core 2 Duo E8400
DFI Blood Iron
Visiontek HD 4890
2x 1Gb Gskill DDR2 800
Coolermaster 500w PSU
Old Seagate 500gb HDD
Zalman Circular Copper cooler

I was looking to upgrade my pc but found out it has very good potential as is, so my question is I would like to OC my CPU to a good stable amount, which would best my supplement the OC:

7200rpm HDD
2 more GB of Gskill ram
water cooling system(have pump and radiator already)
Any other Ideas?

another 2gb of ram would be a nice upgrade, and you should be able to get a decent enough OC with the cpu cooler you have
