Blinking red LED on motherboard

Hello, There is a constant green LED near the power supply and then a 2nd blinking red LED near the ram and front panel connectors. Right below the blinking red light it says "Front Panel USB" (although the front panel USB seems to be in its proper place). When I power on, the PC turns on, but windows wont load on the monitor and the monitor stays in standby mode. Also, the keyboard lights do not come on. The computer is an emachines D2880. The computer is horrible but I am giving it to a refugee family who could really use it. Thanks!
 
Hello, and welcome to the Guide.

That may be a hardware of power failure indicator. If the PC does not turn on or there is insufficient energy throughout the circuitry, the computer will not operate or operate stable. It may be a bad PSU.

BTW, the refugee family deserves a better PC than a broken PC. I am not criticizing you, just giving advise.
