Help building high performance non gamer system - Urgent

Hard Drive: Samsung Spinpoint F3 HD103SJ 1TB 7,200 RPM SATA 3.0Gb/s 3.5" Internal Hard Drive - OEM

Cooling: Cooler Master Hyper 212 Plus Universal CPU Cooler

Budget Range: Around $1000

System Usage: PHP, Web Design, Virtual Machines and Multi-tasking

I was more interested in i7 875K but after reading few posts here somehow inclined to i7 950 but still open to suggestions.

I'm planning to use PowerColor Radeon HD 4650 512MB from my current system. I don't play games and for dual monitor hope this will this be sufficient. I just want basic one without much performance lagging.

I have very little experience on OC and plan to take this under 4GHz on air cooling.

Please help me with this build.

What exactly are you doing with this system? If your just opening your e-mails with it, then it looks a tad overpowered.
Are you going to be messing with HD video, folding@home, or d/l pron on a massive scale...? Give us a clue...

Mostly system will be running Visual Studio, PhotoShop, MS Office, Virtual Machines, MYSQL Server instances and lot of multi-tasking. And to mention FireFox with multiple tabs. In other words, I will be using this system for programming - PHP and Windows development. Again no gaming and I don't have time for that .

I just realized OCZ ram are having compatibility issues so I'm planning to go with Viper II Series, Sector 7 Edition PV736G1600ELK DDR3-1600 (PC3-12800) . Any suggestions? Also hope Gigabyte GA-X58A-UD3R will be able to use 1600MHz memory with bios settings.
