Yes, the Athlon II X4's are better than the first series of Phenom quad cores.
But the Phenom II quad cores are better than the Athlon II quad cores as well.

the fastest AM2+ Phenom X4 the 9950BE

a AM2+ Phenom II quad core the 940BE

an AM3 Phenom II quad core the 955BE

It's up to you to decide if it's worth it to upgrade. If you have a very slow Phenom X4 or the original (defective TLB bugged) Phenom quad cores an upgrade could be worthwhile

What are the rest of the system specs and why are they trying to convince you to upgrade to that CPU ?? WHile a new CPU will improve performance there may be other options that provide more of an improvement or there may be other components that will hold a new CPUs performance back (ie. a new CPU using the onboard video chip would still be a waste )

What's your budget and what are the rest of the system specifications? And yes, the Athlon II would be a great improvement on the old Phenom.
