processor:Athlon II x2 240 2.8Ghz
Ram:2g pc800 ddr2
Hdd:Western 500g 7200 sata
psu:standard 500w antec psu
gpu: on board gf8100

I'll be buying a budget card. w/c one of these would do the job best? and why?

HD4670 1G 128bit
GF 9600GT 512mb 256bit
GT240 1G 128bit
GF 9800GT 512mb 128bit

(they all have the same prices)
(also note of their bus width)

Considering your choices your budget is around $80-$90. hd4850 would b in the same price range, it much more powerful than cards u have listed and your psu will handle it without a hiccup.

can my mobo utilize the VC's ddr2,3,gddr3,5? (well I've heard it's useless even if it is gddr5 if my mobo cannot utilize it, kindly enlighten me )

GDDR and DDR are not the same, it doesn't matter what type the graphic cards has as far as the motherboard is concerned.

this odd 128bit 9800gt is a downgrade of the original and yes, i am doubting of what will be it's performance.(the 9800gt benchmarks are for sure 256bit)

I would double check those specs, the only "official" one is listed as being 256bit.
