Yes, they work, but they're a pain to set up.

However, all they do is take the most accessed files and store them on a small SSD - which doesn't make the hard drive faster, it just makes it faster to access those files.

Also, it's not a fix to the problem. If your hard drive is suddenly losing performance, something is wrong, and you need to figure that out (and perform a backup immediately) - it could be a sign of hard drive failure.
