Where can I find a outline of guidelines as reference when looking to purchase a networking system for a small business.

That's a huge topic. You're going to have to narrow down what you are looking for. Do you know what type of OS, what type of business, what types of servers you will need (mail, database, web, etc)? Will you have in-house IT support/expertise?

That's sort of like asking for a guide to accounting so you can keep track of your business. Or a guide to sales so you can sell your stuff.
